Minutes of Meeting – Time 6:00 pm
September 28, 2021
Call to Order
Chairman Scott E. Cudworth called the meeting to order at 6:00 pm William J. Mageary and Michael J. Cote in attendance. Also in attendance was Karla B. Wilcox the Town Administrator and Joanne Holland Office Assistant.
Samantha Rodriguez, Brittany Lampe, Darren Rogers and Jeff Goodwin
Pledge of Allegiance was recited.
Approval of minutes from previous meeting:
Selectman Michael J. Cote made a motion to approve the minutes for September 21, 2021; seconded by William J. Mageary. No further discussion. All in favor. Motion carried.
Brittany and Samantha from the Recreation Committee came before the Board to get approval for a community lighting of pumpkins and a trunk a treat on Friday October 29, 2021 between 5:30pm and 6:30pm in the Shapleigh Commons. This activity is in conjunction with PTC. The Board gave approval.
Darren Rogers updated the Board of what he has been working on while Road Commissioner North is away. He stated that he had put down four tons of hot mix to fill in potholes on Owl's Nest Road and Ross Corner Road and burned the brush at the Transfer Station. Will be working on Garland Road next week. William J. Mageary thanked Darren for filling in while the Road Commissioner North was away.
i. Public Hearing for General Assistance Ordinance as amended
William J. Mageary made a motion to enter into the public hearing; seconded by Michael J. Cote. All in favor. Motion carried. The Town Administrator informed the Board that applications are down and reviewed the maximum allowed for General Assistance. After discussion William J. Mageary made a motion to approve the General Assistance Ordinance as amended; seconded by Michael J. Cote. Michael J. Cote made a motion to close the public hearing; seconded by William J. Mageary. No further discussion. All in favor. Motion carried.
ii. Emery Mills Bridge Reconstruction
The Town Administrator presented to the Board the inspection report from Maine DOT for 2021.
· The Status report is similar to 2019's report.
· No further weight restrictions.
· The report is on a bi-annual inspection.
William J. Mageary had stated that after reviewing the report it stated that the guard rails and vertical posts were loose. Road Commissioner South Jeff Goodwin stated that he would take a look at it and see what could be done to fix it. No further discussion. All in favor. Motion carried.
I. Transfer Station Attendant Request
The Transfer Station Attendant requested to take off Sundays for October and November. He also wanted to roll over the remainder of 36 hours into next year and used them for Sundays in January, February and March, William J. Mageary asked when the policy says. The Town Administrator stated that the policy says what you do not use then you will lose it. The Board did not want to roll over the 36 hour because we have to follow the policy. It was recommended that the employee could also take Saturdays off for the rest of the year.
The Town Administrator stated she had received an application for a fill in at the Transfer Station, she will set up an interview for Tuesday October 5, 2021 at 5:30pm.
II. Letters of Resignations
Michael J. Cote made a motion with regret and thanks to accept the letter of resignations from Duffy Gold and Nancy Small from the Capital Improvement Committee; seconded by William J. Mageary. The Board signed the Letters of Appreciation. No further discussion. All in favor. Motion carried.

A motion was made by Michael J. Cote to adjourn at 6:22 pm; seconded by William J. Mageary. Motion passed unanimously.
